That is unnecessary, difficult and counter-productive on so many
levels. PBM and PBEM are not at a good stage in their lifecycles as
playing styles for making disruptive changes to infrastucture. Even if
PBEM traffic is noise for your purposes, it still represents a net
benefit in improving the signal to noise ratio on this forum because it
displaces other noise sources and is interpreted as signal by others
who may make contributions relevant to you, some who might not have
posted otherwise.
You're bringing a "zero sum game" mentality to a "network effect" realm.

In the areas that you're asking about, there's no real difference
between PBM and PBEM software. I mean, there are differences and
limitations, but the commonality now is far more significant than the
differences.

Traffic is so low that it's hard to imagine that it's a problem. PBEM
and PBM
have a huge amount in common, and many commercial PBM companies
have shifted to all email or offering both. You're 10-15 years late to
that
argument ;-)
There have been a couple of attempts to start other forums for talking
about
game design, but I think they've all died out. The PBM List is a good
place to
look for a comprehensive list of what's out there now.
