here are some things that come to mind:

ally (?): bunch of reindeer, elf gnomes (puppets?)

temperature tolerance (he seems to have a warm coat but i think at least
one level toward warm temperatures might be ok, maybe more. i have never
seen him without a coat.)
quirk: grow a nice white beard

he should have some form of Jumper ability. i would say his workshop is
in a parallel universe or another plane of existance.

thats all i could think of right now. maybe more will come to mind later.

I have a old 3E event I sometimes run at conventions where Santa is
kidnapped by Abominables (from the old animated Rudolph TV movie). I
had Santa created for it somewhere.

Well, I found the racial templates I used but not Santa himself. :-(

I would think he would also need either intangibility or super shrinking
to be able to get into all those homes from the roof.

The basic setup is that Santa has disappeared on a test run of the
backup sleigh just before Christmas. The players are the elves and
reindeer that go to look for him in the main sleigh. For equipment they
(the elves) have some of Santa's bags and so can have any toy in a toy
catalog I hand them. It is amazing how creative the players get with
this. For instance, I had one group use a "hotwired" (literally) EZ
Bake Oven to throw off a heat seeking surface to air missile that was
fired at them by the Bumbles.

Isn't that just a perk? Schtick: can use unsecured chimneys as easily
as doors.

If I remember the poem correctly he touched his nose and went down the
chimney which would imply some form of th, shrinking, or intangibility
to avoid the lit fireplace. Plus he can enter homes without any
chimneys and he does not displace any soot or get any on his clothing
while coming down. I can just imagine how most parents would feel to
find their living room covered in soot and dirty footprints Christmas
morning.

I agree that not getting soot on him should be a separate perk. I
would say that homes without chimneys or homes with fires burning in
their chimneys either have to leave the door unlocked or else they
just don't get visits from Santa, but YMMV.

If he has full-blown teleportation/shrinking/etc. then he'll be able
to use it in other situations. I guess it depends upon how "realistic"
you want to make Santa--do you want to stat out the method, make his
Warp rolls, etc. or just handwave it away? Is Santa a superhero or
just a guy who has a flying sleigh and knows how to fit through
chimneys?
