garrotte rules

On p. 405 in the garrotte section of campaigns it says that after a
successful hit, the attacker may choke the victim. then there is a
reference to choking after grappling on p.370.

On p. 370 it says that the victim suffocates only if choking damage
penetrates DR.

On p. 405 it continues that in addition to the above the victim starts
to suffocate.

does this mean that regardless of choking damage the victim suffocates?
That the attacker may even lose the contest to determine choking damage
and still suffocate the victim?

You still need to penetrate DR, the only differences are that the
attacker uses garrote skill, gets a +3 bonus and may get cutting
damage if using a wire garrote. Further, the breaking free rules may
differ a bit from being grappled but didn't check it in detail.

i thought that maybe the automatic suffocation was a benefit of the
garrotte. because it states explicitly that "in addition" the victim
starts to suffocate. no penetrating damage is mentioned in contrast to
choking on p. 370 where suffocation only happens if damage penetrates DR.
I remember to have read somewhere that flexible armor is useless against
choking. maybe i will stick with that. DR only has to be penetrated if
stiff armor is used.

This would seem somewhat unreasonable as you could then choke someone
in power armour etc.

Flexible armour presumably has the normal effect, but if you somehow
have DR5+ flexible then blunt trauma can still choke you even when
normal damage fails to penetrate.
