Class skills:
The Marine Veteran's class skills (and the key ability for each skill)
are: Balance (Dex), Climb (Str), Craft (Int), Gather Information (Cha),
Heal (Wis), Intimidate (Cha), Intuit Direction (Wis), Jump (Str),
Profession (sailor) (Wis), Spot (Wis), Swim (Str), Use Rope (Dex).
Skill Points at Each Level: 4 + INT modifier.
Class features:
Hit Die: d10
Weapon and Armor proficiency: The Marine Veteran is proficient in all
martial weapons, as well as all firearms. The Marine Veteran is proficient
with all light armors and all shields.
Sea Combat: The Marine Veteran is especially well suited to combat while
on a ship. He does not need to make a dexterity check in order to keep his
balance in normal sea conditions, and gets a +4 to his dexterity checks in
heavy conditions. At 3rd-level, the Marine Veteran becomes expert at taking
advantage of a rolling deck as well as anything that may be found on a
ship. As such, he gains a +1 circumstance bonus to his attack and damage
rolls when fighting on a ship. This bonus increases to +2 at 5th-level.
Leave No Man Behind: Marine tradition forbids leaving a comrade behind on
the field of battle. An unconscious or dead companion that the Marine
Veteran carries is considered to weigh only half as much for purposes of
encumbrance. In addition, if all he does is move while carrying the fallen
companion, the Marine Veteran gets a +1/level morale bonus to AC.
Boarding Leap: When leaping from a ship; whether to another ship, to
land, into water, or to any other destination; the Marine Veteran's jumping
distance (vertical or horizontal) is not limited according to his height.
At level 4, the Marine Veteran gets a +4 circumstance bonus to Jump when
using Boarding Leap.
Favored Enemy: One of a Marine's primary duties is to protect the ship he
is assigned to against the ravages of sea monsters. By the time he's
considered a veteran, he's learned many tricks to combat creatures of the
ocean. At 3rd level, the Marine Veteran gain a +2 favored enemy bonus to
Bluff, Listen, Sense Motive, Spot, and Wilderness Lore checks when using
these skils against Aquatic creatures. Likewise, he gets the same bonus to
weapon damage rolls against Aquatic creatures. A Marine Veteran gets the
damage bonus with ranged weapons, but only against enemies within 30 feet.
This bonus doesn't apply to enemies who are immune to criticals. At level
5, the favored enemy bonus increases to +4.
Display the Colors: When a company of Marines attacks an objective, they
often show their victory-- even in the midst of battle-- by hoisting their
colors in the enemy presence. If a 4th level Marine Veteran displays the
Marine Colors as a full-round action, his allies gain morale bonuses of +1
to attack, +2 to will saves, and +4 to any saves vs. fear. If the Marine
Veteran strikes down the enemy's flag or colors and replaces it with the
Marine Colors, the bonuses are doubled.

Two nitpicks:
What qualifies as an "Aquatic" creature? DM's judgment? You might want
to explain this a bit better, and explain how it interacts with a
ranger's FE bonus. Also, the bonuses in the table and the description
don't match (+1/+2 versus +2/+4). I think it might work best if you use
+1/+2 but let it stack with a ranger's bonus.

Look up, say, Kraken. It's a Gargantuan Magical Beast (Aquatic). Anything
with that (Aquatic) as its subtype is fair game.
As for the second, oops.:) The description is correct, (Aquatic) is a
fairly rare subtype so I wanted the bonus to be substantial. As for
stacking with a ranger, the ranger's bonus from Favored Enemy isn't a named
bonus, is it? Or did I miss errata? As my PHB reads, the ranger's bonus is
unnamed, and thus stacks with everything.

Ah, gotcha. Looking in the MM, I see that it does cover most of the
creatures you'd think of as aquatic. Good job.

OK. I'd just suggest a couple of brief clarifications. Assert that it
does stack and that Aquatic means the creature subtype. Good work!
