Pew Pew Spell "Arcane Eye"

This is my first draft of a spell for 1e (though it would likely work
in any edition other than 4e) to allow those who want to have pew-pew
magic-users (i.e. 4e magic-users)

Arcane Eye (Eye of Pain)

Level: 1st Magic-User
Components: Verbal, Material
Range: Caster Only (Vision)
Duration: 5 hours +1/2 hour per level
Save: None (Special)

This spell has also been known as 'The Eye of Pain' or 'The Evil Eye'
though not evil in of itself. Placing this enchantment upon himself
the magic-user causes an eye to become painful to look at.

By concentrating for a round upon a creature, he causes the creature
to feel pain from his gaze unless it saves vs. petrification. This
pain causes 1 hit point of non-lethal damage which increases to 1-2 at
3rd level, 1-3 at 5th level, 1-4 at 7th level and 1-6 at 11th level.
This pain is debilitating and the victim must make a save vs. magic to
be able to perform any actions other than fleeing in the following
round.

The victim can avert its eyes gaining a +4 on the save, but suffers a
-2 to hit, ac and other saves, or can completely close it's eyes or
blindfold itself becoming effectively blind. A mirror will reflect
the gaze and the magic-user must make a save vs. magic to break his
own gaze.

While concentrating the magic-user may move very slowly (1/10th normal
speed), and may attempt to force his victim to look upon him if the
victim is averting or has closed their eyes if he is in melee range by
winning a contest of strength at +1 per level of the magic-user.

The mashed eye of a goat or other baleful creature and coal is applied
to the eyelid as a material component. Substituting the eye of a
creature with a gaze such as a basilisk may allow the caster to use
that power though it will likely end the spell upon a successful
attack.

Isn't there already an Arcane Eye? 3e, 4th level divination. Called
Wizard Eye in 1e and 2e. I'd call this Baleful Gaze or something.

Needs a range limit. I'd suggest 3" (30 feet/yards) given that it's
first level.

OK so far, though there's an artificial step to avoid the d5. I assume
this is per round.

Seems a bit good, but probably OK given that the MU isn't doing
anything else while this is going on. Flee to outside the spell's
range is probably enough.

1e supposedly has facing, though it's obviously a mess. So the subject
can just look the other way and be safe, though he can't do much to
the MU.

There's Arcane Sight. And Wizard Eye, and I think there's a monster
called Eye of Pain. Baleful Eye maybe, although Baleful Gaze is more
descriptive I guess.

3" is pretty short, in 1e it'd be 30 feet since spell ranges don't
change. I thought of doing something like +1 on save per inch making
it more effective at closer range, but that's a bit fiddly so I
dropped it. I'll have to look if there's any ranges for other gaze
attacks. I should probably include something about having to be able
to see the M-U too.

I was going to leave that out, but I envisioned some 0 level guy
beating up the lone M-U, so thought it needed something...

Heh, that might be a bit much, but first you have to get the
Catoblepas eyes, and I left it a bit couched in case the DM didn't
want to allow that.
