Free "game engine" (sims) for Newbie? Help!

Hi, all:

I'm a brand newbie. I have no computer language skills, aside from
BASIC on my Vic20 while Reagan was in office!

Anyway, I'm looking to make a single-screen game played from a window
(not full-screen) playable on WindowsXP. I want it to look kind of
like SIMS, except nowhere *near* as complicated.

I was wondering: is there some freeware software out there, maybe
"pointandclick," that would let me make a 2D color game like that
without knowing computer language?
