The "already casting a spell" is a bug that was supposed to be fixed two
patches back. Just like a mis-target when using a tool, you cannot use the
"tool" again, in this case your spellbook, until something changes.
Environment, reagent count, another spell is cast or the spell the client
"thinks" it is casting times out.
I'm not sure what you meant by "other" magic monsters. Ettins, trolls and
ogres are not magical, unless, of course, you're speaking of an ogre lord.
Maybe they'll fix it in the next patch. :-P

Nope, it's not a bug... it's the next OSI "quest".... according to the
town crier, who was filling me in as I studied the anatomy of all the
cute girls around the bank (heehee) A spell has been cast upon all the
ogres of the land.... they are now immune to magic (no talk of ettins,
but maybe they're considered that too)... it is unknown who cast this
spell or how it might be undone.
