How to build stairs over a wall?

Playing Ultima 7 Serpent Isle.

This is totally not needed for the plot (wherever I chased that off
to, I don't feel like going into the swamp right now), but it's
bugging me.

There's this cattle pen/ancient ruins near Monitor. Cows and sheep
inside. Plus two teleporters.

Online I've seen a few references to building stairs OVER the wall,
but I only get as far as up (with crates or the wooden boards
nearby), and able to walk around on the wall a good way around
(depending on where the stairs are), and perhaps onto the back of a
cow on the other side, but that's it. How do I get down on the other
side? (With means to build stairs to get back up.)

Or is that not possible without cheatmode, or legitimately getting
to the spot the teleporters go, from the other side first? (I'm
amusing myself with spoilers, because I forgot what's going on and
some are quite entertaining, so I know later on you get there...)
