Rubber Points vs Victory Points scales

ACBL has established a table for "Convrsion of Rubber Points
into Victory Points". A graph would show four linear sections, viz. 0-40, 50-340, 350-940 and 950-1540+.
Is there a specific rationale for these
or could a scale with ten short sections be equally fair?

Playing at a regional, opponents note my partner fidget
with 2 cards in his fingers. Push 2 back, then select
the singleton he had.
Declarer rants about "that's unethical"

In ACBLand I play Multi-2D with some of my partners (usually in any event where it is legal and I have a partner who can play it).
Of course, in every session in which I play it, I seem to get a long string of balanced 11-16 hands, but that is simply the way Bridge goes.

These days I find it increasingly difficult to communicate with my bank, with the company that supplies power to my home, etc. I don't know whether this is my fault, or whether these companies really only now employ half-wits with a poor command of English. This is a classical example of a banned signalling:
Declarer is known to have 4 spades from the bidding. Give normal count if holding an odd number of spades initially, but reversed count otherwise.

While searching for rules for the 2C opening bid I've found Karen Walker's article from 1996 and the book "2Club or not 2 Club"
by A.Mazer, which is not available at any library.
Can somebody tell me if this book is worth reading for intermediate
level players?
