Double, if that's penalty, otherwise pass. Not much you can do with a flat
hand. On a bad day you won't even beat 1NT, but that's overly pessimistic. I
prefer not to play penalty doubles over notrumps -- simply to prevent
paetner from doubling with a flat 15, claiming "equal hand" as an excuse
with no thought as to what to lead.

That should keep you out of trouble
most of the time.
