Ret. Adm. Dennis Blair, who was Director of National Intelligence from
Jan. 2009 to May 2010 on the subject of drone strikes: “This is no
different from decisions that are made on the battlefield all the time by
soldiers and Marines who are being shot at, not knowing who fired the
shot, having to make judgments on shooting back or not. This is the nature
of warfare.”

A very relevant statement if you ignore the fact that there's no
battlefield, no soldiers and Marines are being shot at, there's no need to
identify who fired the shot because there wasn't any shot, and no
judgement about shooting back is required because no one shot at anyone.

In the Obama administration this is what passes for a rationalization for
killing five to ten times as many women, children, and other
non-combatants as actual armed "combatants" which is defined as anyone who
has a gun in areas where it has been common to carry guns for hundreds of
years.

According to the report "Living under Drones: Death, Injury and Trauma to Civilians from U.S. Drone Practices in Pakistan," the U.S. position that drone strikes in Pakistan are surgically precise in targeting terrorists with minimal civilian casualties or other downsides is false.

The report, conducted by the Stanford University School of Law International Human Rights and Conflict Resolution Clinic and the NYU School of Law Global Justice Clinic, is a result of on-the-ground reporting with victims and witnesses, along with numerous documents.

It found that from June 2004 to September 2012, drone strikes killed 2,562 to 3,325 people in Pakistan. Between 474 and 881 of these were said to be civilians. This means 18 percent to 24 percent of those killed were civilians, including children. Conversely, it could be extrapolated that 76 percent to 82 percent of those killed were terrorists. The question then becomes whether this kill rate of terrorists to civilians is acceptable.

Your comment is a little confusing because the quote above is from the
reference YOU provided.

The simple fact of the matter is that targeting civilians who go to the
aid of injured persons, targeting funerals, and targeting ordinary
community gatherings are crimes under international law. I'm referring to
laws that began to be established after WWII as a result of nazi
atrocities against civilians. There is indisputable evidence that the US
has done exactly that.

It's also easy to produce quotes that portray the civilian death toll in a
more positive light but that's completely meaningless when the US
government classifies as a "militant" anyone who is of military age in
wide geographic areas. If everyone of military age in the United States
was killed our population would drop by at least half. Such a thing would
easily qualify as "collective punishment", something the nazis were famous
for.
