"KENOSHA, Wis. — A prosecutor in Kenosha, Wis., has declined to bring charges against Rusten Sheskey, the police officer who shot Jacob Blake outside an apartment building in August, an episode that sparked protests and rioting and made the city an instant flash point in a summer of unrest that began with the killing of George Floyd.

The decision was announced on Tuesday by Michael Graveley, the Kenosha County district attorney, who said that investigators had reviewed 40 hours of video and hundreds of pages of police reports.

A lawyer for Mr. Blake’s family expressed “immense disappointment” in the announcement. “This decision failed not only Jacob and his family but the community that protested and demanded justice,” the lawyer, Ben Crump, wrote on Twitter.

Even before revealing his determination, Mr. Graveley pleaded with his community — and the country — to keep the peace.

“Rather than burning things down, can moments of tragedy like this be an opportunity to build things?” he asked.

The case involved a white officer shooting a Black man, circumstances that the prosecutor said made the decision especially difficult for him.

“I feel in many ways completely inadequate for this moment,” said Mr. Graveley, who is white. “I have never in my life had a moment where I’ve had to contend with explicit or implicit bias based on my race. I have never had a moment in my life where I’ve had to fear for my safety either with police officers or people in authority.”

He added that he also has not had experiences facing police officers, “knowing I could face armed persons who might try to end my life.”

Advocates for Mr. Blake, who is 29, have been awaiting the decision for months and holding regular demonstrations in Kenosha, calling upon Mr. Graveley to file charges against the officer.

The community simmered with tension before the announcement, as residents and officials anxiously sought to prevent the unrest that unfolded after the shooting last summer.

Many businesses in Kenosha were boarded up Tuesday in anticipation of the charging decision, and some streets were closed. National Guard members stood near the Kenosha County Courthouse, which was surrounded by an iron fence. At a Subway sandwich shop two blocks from the courthouse, fresh plywood was installed Tuesday, as it had been during the summer unrest. “If the decision goes in the cop’s favor, we’re thinking it’s going to turn how it was before,” an employee, Tyler Blazek, said.

The City Council unanimously passed an emergency declaration Monday that would allow the mayor to implement a curfew once the district attorney made his charging decision public.

The sheriff for Kenosha County also declared a state of emergency that he said would allow him to change the schedules of his deputies.

Officer Sheskey, who has been employed by the Kenosha Police Department for seven years, was placed on administrative leave after the shooting. His lawyer, Brendan P. Matthews, said in December that he remained on leave.

The shooting, on Aug. 23, unfolded after three officers arrived at an apartment complex in Kenosha in response to a domestic complaint.

ABOUT THE CASE: What we know about the police shooting of Jacob Blake.
As the officers attempted to take Mr. Blake into custody, he walked along the passenger side of a four-door S.U.V., away from the officers, as three of his children waited in the back seat of the vehicle. The officers used a Taser in an effort to subdue Mr. Blake, which was ineffective; Officer Sheskey then grabbed Mr. Blake’s shirt and fired his gun several times into Mr. Blake’s back.

Two other officers were pointing their guns at Mr. Blake during the incident.

According to state officials, Mr. Blake admitted that he was in possession of a knife; a knife was later recovered from the floorboard of Mr. Blake’s car near the driver’s seat. There were no other weapons in the vehicle.

The shooting was captured on a cellphone video, which was shared widely, fueling protests and destruction in Kenosha.

The Justice Department opened a civil rights investigation into the case.

Gov. Tony Evers, a Democrat, condemned the shooting in its immediate aftermath. “While we do not have all of the details yet, what we know for certain is that he is not the first Black man or person to have been shot or injured or mercilessly killed at the hands of individuals in law enforcement in our state or our country,” he said on Twitter.

For several days in August, protests and destruction erupted on the streets of Kenosha, as rioters burned buildings, cars and garbage trucks, smashed streetlamps and spray-painted graffiti on schools and businesses. Hundreds of National Guardsmen were summoned to Kenosha in an attempt to restore order, using tear gas and rubber bullets to subdue protesters.

Two days after the shooting of Mr. Blake, Kyle Rittenhouse, who was then 17, shot and killed two men on a downtown street in what his lawyer has described as an act of self-defense. He was charged with six criminal counts, including first-degree intentional homicide.

Mr. Rittenhouse, now 18, pleaded not guilty to the charges during a brief arraignment that was done via videoconference on Tuesday. His case is scheduled to proceed in March.

Outside the courthouse on Tuesday afternoon, two protesters said they were there to support Mr. Rittenhouse.

“I’m here to support Kyle. Self -defense is not a crime,” said Tim Conrad, 34, who drove 90 minutes from Joliet, Ill., to be in Kenosha.

His friend, Emily Cahill, 32, from Plainfield, Ill., carried a poster that read “IGY6 Kyle” meaning “I got your back, Kyle,” she said.

John Antaramian, the mayor of Kenosha, and Daniel Miskinis, the city’s police chief, wrote an op-ed in the Kenosha News in December vowing that they would not allow destruction of businesses to be repeated after Mr. Graveley’s announcement.

“Whether you agree or disagree, we ask that you express your opinions peacefully and lawfully,” they wrote. “We will not — we cannot — tolerate the kind of violence we saw on our streets earlier this year and we will take definitive steps to protect our residents and businesses.”

The state Department of Justice and its Division of Criminal Investigation led the investigation into the shooting of Mr. Blake. On Sept. 21, Attorney General Josh Kaul of Wisconsin announced that the state would be bringing in an outside consultant, Noble Wray, a former police chief, to conduct an independent review of the case.

Mr. Blake was partially paralyzed after the shooting, which severed his spinal cord; his family said he is unlikely to ever walk again.

At the time of the shooting, Mr. Blake was facing charges stemming from a July incident. On Nov. 6, prosecutors in Kenosha County Circuit Court dropped one count of third-degree sexual assault and agreed to drop one count of criminal trespass if Mr. Blake pleaded guilty to two counts of disorderly conduct, according to court records and Mr. Blake’s lawyer, Patrick Cafferty.

Mr. Blake, who made a court appearance via Zoom from a rehabilitation center in Illinois where he was receiving treatment for his spinal cord injuries, pleaded guilty to the two disorderly conduct charges and was sentenced to two years of probation.

The Walworth County district attorney, Zeke Wiedenfeld, who had prosecuted the case, said the sexual assault charge had been dropped in part because the woman who had accused Mr. Blake declined to cooperate with the prosecutors. Mr. Blake had maintained that he did not commit sexual assault..."

The thug was manic, brandishing a deadly weapon, and besides which a dire threat to the kids in the back seat. of the vehicle. He's lucky he did not receive even more shots...

He was allowed every reasonable chance to de - escalate, however he chose *not* to follow lawful police orders...all he had to do was to put down the knife...

At least the puke is paralyzed, so he won't be rampaging around engaging in such squalid behaviours ("probably") again...however us taxpayers will have to foot the HUGE bill for this parasite's existence for the remainder of his useless life...

I watched it. The cop clearly feared that the Blake guy was grabbing a
weapon. The guy was ignoring police orders. He took the risk that he'd
be shot. His own fault. There's no comparison to the Floyd case.

We thank you for acknowledging that the officer was brave in this ghastly situation, Graham...

This was a good call:

1. Exhibited criminal behavior? Check.
2. Armed with a deadly weapon? Check.
3. Violent resistance to lawful arrest? Check.
4. Positioning himself to be a potential threat to three children? Check.

Not only was Blake holding a deadly weapon while resisting lawful arrest for his outstanding warrant, he was just about to upgrade to another deadly weapon by fleeing the scene in his car, complete with child hostages. Imagine that the officer allowed him to leave and he harmed a child to get at his ex. What would the peanut gallery be screaming then...???

I'm surprised to hear you say that. I remember when it first happened
you argued with Ed about it. You thought it was excessive force.

But yes, I just saw the video again last night. The cop had his gun out
but the perp ignored his command to stop. They walked all the around the
car to the driver's door. Then the guy opened the door and lunged down
to his front seat. That's when the cop fired. For all he knew that guy
was reaching for a gun.

I would have shot then too as would any trained cop. It's not a
black/white thing either. That was an extreme dangerous situation for a cop.

I was very surprised that the guy survived to complain about it. That
piece of dirt should have died.

It is unfortunate that there are so many people out there who choose to
ignore lawful commands from the police and end up being the authors of
their own misfortune. It troubles me to see the black community making
heroes of career criminals.

The police certainly make mistakes but 98% of these incidences could
have been easily avoided. Just stop, drop your weapon. They are not
rational people though, or they would never be in a situation that
requires police intervention to start with.

Unfortunately, there have been several cases where guy were shot wh
should not have been. These are the guys who protestors should be
rallying behind.

Many of these events are caught on video. It is amazing how people can
watch the same videos and see things completely differently. Then there
is the problem of videos catching only what happened at the end. They
tend to miss the events that inspired people to record it.

Police shootings are very rare in this region, but there have been three
in the last year, two of them in the last week. Yesterday's happened in
Niagara on the Lake when police were trying to stop a car with a
suspected drunk driver. There ended up being about a dozen cop cars
involved and a spike strip used. There was some sort of altercation and
the guy was shot and later died.

I don't know what was "brave" about the officer's action, but it certainly was
a shooting that can legitimately be seen as justified. Thing is, most cops get
away with killing when it isn't justifiable. Cops show a lot more restraint when
a seditious mob of White persons storm the Capitol. They only shot one of
the nutcases. Imagine if the mob had been Black.

I don't know about that. I saw an awful lot of protesting by black mobs
last year and there wasn't much police use of violence until the rioters
and looters got involved.

I heard that some of the mob were carrying Confederate battle flags. Those
are flags of treason. Now that the second Senate race has been called in
Georgia, we can expect new voting rights measures to pass. The Democrats
need to call the Republican's bluff about voter fraud by putting money into
making voter registration more secure. There will be bipartisan support for
a balanced bill that insures that every citizen has easy access to voting, and
that voter fraud can't happen. I'm sure that Senator Romney would be proud
to put his name on such a bill.

What happened in my country is disgraceful, and while I'd have been happy
to see the Republicans be knocked down a few notches, I don't want to see
the Republican Party descend into chaos. We may see a few Republicans
leave the party, and become independents who caucus with the
Republicans, like Senators Sanders and King caucus with the Democrats.

I'm still cheering the Senate victories in Georgia, but the past four years
have been an awful time in my nation's history, even though I have
personally come through it OK, especially financially, but also because
my family was lucky to have gotten mild cases of Covid, and I didn't
get fired over my hotheadeness about the Covid thing. I do know that
if I wasn't so damned high performing at my tasks, that they would
likely have thought that I was more trouble than I was worth. My
New Year's resolution is to keep my fucking mouth shut at work. If I
do that, I can coast to retirement.

I wonder if RFC's staunchest Trump supporters, Leo and Joan, will now
agree that Trump's mentally ill. But I bet they'd rather not say
anything. It's all very embarrassing and awful to watch today. Xi Ping

I came to be in possession of a t-shirt with a picture of Redd Foxx from his
early standup days, but it was a XXXL. I gave it away to a Black guy I worked
with at the church, as he was a large man. Foxx was funny, especially in his
role on *Sanford and Son*. He was from St. Louis, but you won't be seeing
him in Vegas or anywhere else, as he's been dead for many years.

I think you got something there - coasting to retirement can be an effective strategy in the long run.
I was okay with Trump winning the last time because scary shit was going to happen if he lost. I figured that would placate the Trump base and they would soon see what a nutcase he was and would reject him before the end of his term. Then everything would be right in the US of A. Ha ha, I was dead wrong.

Putin might give him sanctuary. Trump committed serious financial
crimes in the State of New York. He'd be wise to leave the USA, and if
he fled to Russia, Putin would indeed be overjoyed. I'd suggest Yalta.
It has a nice yachting port, and plenty of young women with the eastern
European facial features that Trump seemingly prefers.

to destroy our republican values have inspired the best session of our

After years of fidelity, Donald Trump's most ardent online fans have finally turned on him.

All it took was for the president to acknowledge the reality of his loss a little over a day after they, the MAGA faithful, stormed the Capitol in a violent attempt to stop the certification of President-elect Joe Biden’s win.

“People were willing to die for this man and he just threw them all under the bus. That’s the only thing that’s shameful about the events of the past 36 hours,” Nick Fuentes, the host of the America First podcast and the unofficial leader of the white nationalist Groyper Army, angrily tweeted, shortly after Trump released a video Thursday night in which he conceded that Biden would be the next president and called for political reconciliation.

Cassandra Fairbanks, a prominent MAGA activist, tweeted: “[He] tells angry people to march to the capitol [and then] proceeds to throw his supporters under the bus.”

Jacob Wohl, the political dirty trickster known for failed plots to incriminate Trump critics, reposted her Tweet on his Parler page.

And when far-right stunt journalist and failed congressional candidate Laura Loomer posted Trump’s concession video on Parler — “It’s over,” Loomer bemoaned, “Life is about to become very hard for conservatives in America” — the people in her replies were aghast that she acknowledged Trump’s own words. “He DID NOT CONCEDE! ITS HIS NEW ADMINISTRATION that will be coming in,” one respondent wrote, a sentiment repeated ad nauseam down her feed.

The despondency among the MAGA faithful online represented perhaps the sharpest break the community has ever made with a president they’ve exalted. But it also prompted a familiar brand of skepticism that has marked the past four years: Was Trump merely trying to placate his establishment handlers? Or did he truly betray the MAGA movement, days after several of his followers died while following his instructions to storm the Capitol?

In the past, Trump had been able to keep his online devotees close by swinging back into their good graces, normally with a pot-stirring tweet or the announcement of a controversial right-wing policy. But just hours after the president released his concession video, many expressed shock that he may have closed the book on them forever.

QAnon conspiracy theorists, praying for years that Trump would flush Satan-worshipping pedophile elites out of Washington, tore apart any scrap of data from the video to prove that he was playing one final trick. They subjected the time stamps to numerology, thinking that there was a secret message encoded.

“In no way did Trump say he conceded. He said: transitioning to a new Admin. As in, he gonna clear this one out and bring a new one,” tweeted We The Inevitable, a conspiracy account, getting more than 3,000 retweets within the hour. The account’s followers agreed that this was surely a sign that he was getting rid of Vice President Mike Pence — now cast as a MAGA traitor after participating in the certification of Biden’s win — and that on Jan. 20, retired Gen. Michael Flynn, now a full-fledged QAnon patriot, would replace him in Trump’s second term.

And there was anger. It was directed at Trump for letting things get this far. Over on Parler, the social media platform beloved by the MAGA community for its lax moderation policies, users erupted in a fury, calling him a number of expletives, a “dildo,” and “100% THE SWAMP.”

Some tried to distance themselves from Trump despite their years of activity in MAGAworld, while aiming to redirect their followers’ anger at the next administration. “Yes there were issues. Call those out. Yes after FISA fraud and hoax after hoax, put pressure on Democrats and recognize they have no moral authority,” posted Mike Cernovich, a pizzagate conspiracist who was once nearly an investigative journalist. “But never, ever, go all in Trump.”

Others accepted the loss and showed appreciation for Trump’s remarks.

“Thank you @realDonaldTrump. We tried our best to uncover the truths in our electoral system. We learned a lot,” tweeted Ron Watkins, the former administrator of 8Kun, the forum that continues to host “Q drops” from the mysterious figure at the center of QAnon. “As Americans, we will support our president on January 20 and beyond.”

But the commentary was not without its share of conspiracy. A popular thread held that the Capitol rioters were actually antifa in disguise, there to trick the public into turning against the MAGA faithful and Trump himself. (Antifa is short for "anti-facists" and is an umbrella description of far left-leaning militant groups that resist neo-Nazis and white supremacists.) There was hope as well that Trump was merely biding his time. They analyzed every word of his video announcement and noticed, to their glee, that he did not formally acknowledge Joe Biden’s win — just merely that a new administration would take over on Jan. 20.

And then, as despair was kicking in, Trump gave them what they needed: a digital attaboy for their support.

“The 75,000,000 great American Patriots who voted for me, AMERICA FIRST, and MAKE AMERICA GREAT AGAIN, will have a GIANT VOICE long into the future,” Trump tweeted on Friday morning. “They will not be disrespected or treated unfairly in any way, shape or form!!!”

And just like that, the faith was restored. “He says GIANT VOICE which are used in military installations to to alert everyone to EMERGENCIES in the area,” tweeted pro-QAnon account Copious MQ. It was retweeted 700 times within minutes.

“[I'm] feeling much better, for a minute I thought I was alone in my thinking,” one account replied.

It's hard to understand Trump supporters. I have a friend who, despite
having no horse in the race, is a big fan of Trump. When I commented to
her about people starting to realize what a liar Trump is she was very
defensive and blamed yesterday's actions on Democrat lies and a corrupt
liberal press. This is a very intelligent and well educated woman. She
sits well to the right on political issues, but this thing about Trump
is hard to understand.


It is hard to imagine how anyone could talk about Democrats lying when
their idol lies every time he opens his mouth. There is that old saying
about how to be able to tell if a politicians (or lawyer) is lying....
their lips are moving. There has never been a better example of this
than Trump.

FWIW. My best friend's mother met Hitler. She thought that he was a fool
and that he ruined their country. Her father had been attracted to the
Nazis but her mother threatened to move out and take the kids with her.
A sister in law was a young girl in Vienna during the war. She said

Oh, I know that. I have two friends I call usually weekly. The one i
will call tomorrow will be a 2 to 3 hour conversation with a lot of
politics. We often don't agree but can have a good conversation and
exchange our POV. She is very sensible.

The other just cannot understand why people would not vote for Trump
again. He did so much good for the country. While very intelligent,
she watches Fox financial channel to track her stocks but also gets her
politics there. I won't even mention there was an election let alone
the results.

I'm a moderate social democrat, and if there was a threat to democracy from the left,
which there isn't, I would oppose that. There is no threat to democracy from the left,
none whatsoever, in the big picture, as for the past few years the activism on the left
has mostly been focused on equal justice for non-White persons.
