You can do a Zoom meeting without a camera. The other members of the meeting won't be seeing you. This is important if you like to walk around in your underwear at home.

I have a Macbook Pro with a forward facing but I put a small piece of duct tape on that fucker on Day One of my ownership of it! ;-)

Ask yourself, in your line of work, what does zoom offer that a
telephone conversation or text doesn't?

LIVE VISUAL PROOF IN REAL TIME.

In your case, employers might require

proof you are on site at all times
to check and record the patient at regular intervals.
evidence required treatment or readings have been carried out

Sensible precautions given your past record.

He's talking (from what I gather) about a Zoom MEETING, not yet working
with the patient in person, in real time. That would come later. While
I totally agree with you about the use of such devices given his record,
let's set that idea aside for a moment.

He asked if he could do a Zoom meeting at home with tape over the
camera. The short answer is Yes, you can block out the camera in a Zoom
session. The potential employer conducting the Zoom meeting might
wonder why he didn't want to show his face...

Some people need someone to keep an eye on them because they cannot be
trusted to be there and to do the job properly. I used to work with a
guy who was paranoid and secretive. He didn't want to work with anyone
else and he didn't want any of us to know where he was working or what
he was up to. Since we were in an enforcement unit it is only natural
that we would be curious and figured out what he was up to.

While we worked a four day work week he stuck to the 5 days, 8 hours a
day, so he was supposed to start an hour later than us and finish an
hour earlier. That ensured that he would never be assigned to work with
anyone else, so no one should know what he was up to. Occasionally I
would have to stick around the office to do something or had car
problems and this guy would show up at least an hour after his start
time. Then there were the times that I had to get back to the office
early to do paperwork and he would be long gone as much as an hour
before his quitting time. Yet, his paperwork was show that he was doing
an inspection at a location 20 miles away that did not end until after
the time he had left for the day.

I can see how Kuthe would be troubled by this type of supervision. He
has already be censured for having abandoned one of his charges.

You can also shut off the video in a Zoom meeting. It is common to do
that when there is a large group because it is simply too distracting to
have dozens of faces. The whole idea of most Zoom meetings is to have
face time with people. Balking at using the camera should be a huge red
flag for a prospective employer.

I don't use Zoom but my wife uses it most every day for teaching
school... the schools here are on shut down but she has a few students
that she tutors.
She also uses Zoom for her Knitting meetings. Her Watercolor painting
classes are conducted with Zoom rather than having a dozen people
meeting in person. Even if not for the Virus she prefers Zoom, saves
all that driving. I told her to put a sign on her office door to
inform me that Zoom is in session.

Perhaps for a prospective employer. I had my annual review via an
online meeting and my boss didn't say anything about me turning
the camera off. He was at home and I was sitting in his office here
at work.

He's not working yet. Right now he's still in the 'hopeful' stage.
If he can't figure out the Zoom part I don't hold much hope for the
charting part.

C'mon Steve. There exists current software that can analyze the spoken
words and create a reasonable video facsimile of anybody's face saying
those words in real time, thus hiding non-verbal cues and social faux pas
at the same time.

He *might* need to upgrade past XP though. If his computer degrees are
not enough, probably the two of us could offer him some useful advice.
