It's Adyghean/Circassian; the dance is in celebration of Sheikh
Shamil, the 19th century leader of Caucasian resistance against
the Russians.
The "Related" links give you the same penguins doing other
folkdances from peoples of the Caucasus and eastern Anatolia
(also an Istanbul football chant) but in shorter clips or
lower resolution, so I guess this one is the original (or
more original than the others, anyway). None of the text or
discussion threads give the game away - at least the ones in
Turkish don't, and they're in the majority. The Kurdish
dance seems to me the best-synchronized.
Did the idea/footage start in that part of the world?
And how come there aren't any Border Morris penguins yet?

It's the film 'Happy Feet'.
The music is rather brilliant though. Who is it? I haven't had the 'must
go out and buy the record' feeling for a while now. And that definitely
does it.

Well it's not penguins, but i've always thought the dancing mushrooms in
Walt Disneys 'Fantasia' were more than a a little 'morrisy'.

Having recently returned from the Antarctic, I can assure you that the
video is a fake - penguins simply do not dance like that!!!
I must confess though that we nearly did a very similar dance after an
afternoon on home made vodka at the Ukrainian Academician Vernadsky
Antarctic Research Station, which incidentally was the very research
station where the hole in the Antarctic ozone layer was discovered (at
that time it was the UK Faraday station - later sold to Ukraine for
£1). They still monitor the ozone layer but according to the
scientists at the research station there isn't a hole any more - the
ozone layer is completely back to normal.
Apart from penguins not having a Morris team, my big disappointment in
the Antarctic was discovering that a blue eyed shag is a bird - but
the sort with wings and a beak; Ah well, you can't win 'em all. 8^)
