I don't think so. It looks like a sharp-focus photograph with haze or
smoke in the background making the illumination bluish.
You never know what people might do with PhotoShop these days.

I think it looks like it is nearing sunset and there are clouds in the
sky. Where I used to live we would get some beautiful evenings where
the sky would give a pinkish light. I say this because the specular
(shine) is the color of the light (pinkish) and you also see this on
the fence in the background. It does appear like a painting because of
the light.
