A zinc-loaded enamel undercoat and a rustoleum style enamel finish
would suit your purpose.

Goes on milky white. Turns any rust to a glossy black. Then just paint.
Lightly sand or brush first. Do not scrape down to bare metal. It needs rust to work; just not chunky flaking, falling off rust.
You can get it by the gallon, if needed.

I looked at the MSDS. I was surprised. I was expecting
a phosphoric acid solution which does indeed convert
surface rust to phosphate.
Instead I saw a mix of solvents, filler and skinning
compound. This would keep water out, without which
further rusting is difficult.

It turns to a black, glossy glue like substance that bonds to the rust. I've used it alone, without painting over it, as a rush job on an old metal swingset. After 5-6 years the swingset went to the scrap yard before the Rust Reformer gave out - and that's without painting over it.
I've 'restored' a few horse trailers with the stuff and have been VERY pleased with it.

You can paint over Rust Reformer but you don't have to.
I agree with Ruth, it's great stuff.
I would. It'll have a blue haze to the overall black when it's done. It'll look sort of glue-y.
When I was rehabbing horse trailers I got mine by the gallon from an auto body supplier online.
We have round pen panels that are stacked in storage that'll get rust reformed someday if I ever get around to it.

My neighbor brought over some left over aluminum/rubber roofing paint for my
motorhome after she did hers...when we still had some left over, she amused
herself painting my pipe gate...
It feels very very weird, but so far the rust seems to be at bay...
