I do a lot of water colour of stamp images with water colour pencils,
water colour pans paints, water colour tube paints and water-based
markers. I have found two types of ink that do not smear - Fabrico
fabric inks and ordinary stamp pad ink from the stationery store (it's
real cheap too). I heat set both of these - no embossing - just heat
set the ink.
I took a class with a local watercolourist and she used two Fabrico pads
- one I think was like and ultramarine and the other a cerulean blue -
she inked using the lighter ink first, then the darker ink, "kissed" off
some of the ink on scrap paper and then stamped her image - nice feint
blue image that almost disappeared under the water colours.

Hi! In answer to your question about watercolor pencils, I would like to
recommend the Printworks' Watercolor Permanent inkpad. I have seen it
used very successfully in cardmaking and have had very good luck with it
myself. I order mine from a store called Mrs. O'Leary's Mercantile in
Wichita, KS (they do mail order) and I'm sure the pad is available from
many other sources, as well. I hope you find it helpful and enjoy your
stamps!

You need to get yourself a Printworks Watercolor pad. They are great--and
only cost about $4.50. They have black and brown, and re-inkers are
available too. They are great-----they do not smear at all! I usually
use a solvent stamp cleaner to clean the stamps--regular stamp cleaner
won;t work.

Give Excelsior Inkpads a try. I have been happy with black.
