If there is more mental health care, then those workers will want to be paid
for providing mental health care.
So if more people use it because it's more affordable, then the cost will go
up.
You seem to think healthcare is like a perpetual motion machine, but it's
not. If health care costs a certain amount today, if we use more of it
tomorrow, it will cost more. Unless you think doctors will work a 60 hour
week for the same money they would work a 40 hour week. But if that's the
case, more doctors will be leaving the profession, in fact I've already
heard something like 84% of doctors are considering some other profession
thanks to Obamacare.
Let's put it another way, if you spend $100 a week on groceries, then buy
"grocery insurance" with a fixed $100/week premium, what are you going to
do? Most people would get more groceries for their fixed premium, but that
will drive the premium up. It's that simple, you're not going to get more
out than you put in and the middle man is still going to want to be paid for
his/her time.
