If you are a newcomer to the rec.collecting.stamps.* newsgroups, that is,
to

rec.collecting.stamps.discuss
rec.collecting.stamps.marketplace

then welcome! The rest of us here hope that you will enjoy the
discussions of stamps and stamp collecting, and take advantage of our
"virtual marketplace" for buying and selling stamps.

Although this posting focuses mainly on the r.c.s.* groups, you should be
aware that there are other stamp-related groups, for example
rec.collecting.postal-history (for collectors of stamped and stampless
envelopes, postal cards, etc., as they relate to the development and
history of postal services) and alt.collecting.stamps (a general-purpose
newsgroup about stamp collecting).

In order to use the r.c.s.* groups effectively, you should know something
about their purposes and history.

rec.collecting.stamps.marketplace (r.c.s.m) is basically for buy/sell
advertisements from stamp dealers and collectors

rec.collecting.stamps.discuss (r.c.s.d) is basically for
discussion-type postings, announcements, and requests for trading
partners for stamps.

You can find links to the "charters" for these groups, which define what
kinds of postings are appropriate for them, at

http://web.presby.edu/~jtbell/usenet/rcs/

Please note that these two groups were created specifically to separate
"discussion" type postings from buy/sell advertisements. Some people are
particularly sensitive to ads in r.c.s.d, and if you post one there, you
will likely receive e-mail about it. Some responses may be less tactful
about this than others. If you posted an ad because you didn't know about
the "rules", don't take these responses personally. We all make mistakes
once in a while. Simply post your ads to r.c.s.m in the future, to
prevent this from happening again.

I think a useful piece of info for your welcome would be the inclusion of
the location of the FAQ,
This might help the first time visitor sort through the common questions.

All the best,

I thought I would have a look at this site in case there was anything I
might be able to add to it. All I got was Peter's one-page site which,
under the title `Table of Contents' merely referred me to what it called
outdated sites. Clicking on the one for Europe I got the message
`FORBIDDEN - you do not have permission to access this site'.

Am I missing something?

The phrase "Table of Contents" is itself a link. Click on it to get to
the actual table of contents.

Jon,

You say that the marketplace is for buy/sell ads, but the
discussion forum is for trading stamps? Tell me what is the
difference? And did you anticipate a one or two line invitation
from collectors to trade stamps, or is the following regular
posting to this newgroup what you had in mind:

Some recent comments from David Gurevitz of Rio de Janeiro,
Brazil

"The STL does a very good job of stimulating many people to
collect stamps again. As you probably know, philately was
becoming less popular in much of the world. It was difficult
to find traders to help us with foreign stamps.

Now, with the help of the STL, I've made many good trades, and
improved my collection quite a bit over the 15 months I've been
listed with the STL.

I've been in touch with many old stamp collectors, here in
Brazil,
who have never used a PC, and showing them the advantage of
using
a PC and connecting with the 'Net, and using the STL to improve
their collections too. Thank you very much for making the STL
available to us."

*****************************************************************
*******

Michele Giordano made the following comments on January 31st,
1997

"Thank you for the STL. It's great!! In one year I've almost com-

pleted a US collection, from 1930 to 1980, (without spending a
cent,
except for postage!). Another important thing I've noticed is
that
a lot of people...like me...started collecting again after
finding
the STL on the Internet. I think the STL has contributed to
helping
philately to survive!!!"

This is what I've been bellyaching about. I am a known philatelic writer. So
when I sign myself with a plug for my book (which was reviewed in Linn's and
Stamp Collector, precisely because I am a philatelic writer), I'm told that
this is taboo on rcs.discuss.
I still regret the split of the newsgroups and point to the fact that in the
years since then, there has been not one serious article posted here. Back in
the good old days, Ken Lawrence ran a magnificent research paper on Penny
Blacks and also wrote about many other things. I reprinted several of my "Stamp
and Politics" articles. But now, Stephen Suffet seems to be the last person to
post serious stuff here.
Is this, then, to become a place solely for people who want to ask beginner's
questions? "What is gum?" "What's a precancel?" "Why can't I collect Green
Stamps?"
Darn you, Greg Deeter, for your blatant bribery that caused the first vote to
be overturned.

Both of you reproduced all 900+ lines of this list; two fingers to both of
you. It is bad enough having to pay to download this stuff without having
to do it three times thanks to thoughtless people like you. Personally, I
feel that this Stamp *Trader* List should not appear in this NG at all,
but I have been told very firmly that that is how members at the time of
the split wanted it. No doubt, the fact that they did not have to pay for
download time influenced that decision. And it seems that no review of it
will be possible?

Well, you're a known philatelic writer. Why aren't you posting more?

I guess so, especially when you consider that people like Lloyd DeVries,
who campaigned for his Director at Large post in the APS promising that
he'd do more to promote Philately on the Internet. Well, Lloyd, where
are you? The only time we see you is when you're trying to lure people
to your Delphi chat room.

> Darn you, Greg Deeter, for your blatant bribery that caused the first vote to

And darn him for having been such an arrogant jerk and flooding the
group with his ads -- in violation of the then charter and people's
complaints -- in the first place. And Rhea and Burrows of StampAuctions
before him, and everyone else like them who decided that they were going
to make their millions on the Internet and no stinking newsgroup charter
was going to stand in their way. They could have created a .marketplace
group too, but they all chose not to. And what's the world coming to
when we can't live by the results of a clean, fair, democratic election?

I don't know who's giving you such a hard time about what's in your
signature -- some people have nothing better to do with their time I
guess -- I'd ignore it.

I believe that's called Tyranny of the Majority.

That and the aliens spaceship behind the comet, the Face on Mars,
Pyramid Power, and the Lost City of Atlantis were all contributing
factors. :-)

Seems to me like it's being revisited now, but I could be wrong.

If you expect to register your complaint and have it changed, just
because you complained, it doesn't work like that. Hopefully by now
there are enough people familiar with the process that someone (besides
me) will volunteer. Or if you feel that strongly about it then you could
do it!

You could have a non-binding vote and suggest to Phil Guptil that he
should consider abiding by the results. If you want to run a real vote I
suspect you could get the Usenet Volunteer Votetakers (UVV) to collect
and count the votes.

My apoligies. I knew that posting was long, but didn't realize
it was that long.

This I'd seen a number of times already. Nobody apparantly was
answering the post, and so under the pretext that if it looks
like a duck, walks like a duck, &etc. then I'd dutifully bring
it to your attention.

Now, it looks as if you'all have considered this issue before,
so there doesn't appear to be much cause for further comment
from me.

Again, my apoligies. I otherwise think you are doing a fine job
with this newsgroup.

Hmmm ... are you now saying we _should_ ignore the charter?

Before you answer - compare S.G.E.'s sig block with the charter
requirements about sig blocks - then include the fact that it
constitutes a direct offer to sell.

NO - I'm not the one who complained, in fact I've made two positive
suggestions as to how S.G.E. _can_ comply with the charter AND still
promote his book - though a bit less obviously.

Sometimes a little less is more ... in the long run.

Nope. I'm saying that if we can all be reasonable -- a little bit
tolerant -- a little understanding -- then we can all get along.

Esrati's signature plugs his non-philatelic book. I don't find it
offensive or in violation of the charter; but that's just my opinion.
He's not spamming the group, his posts are otherwise on-topic, and
usually interesting. Why can't people leave the poor guy's signature
alone?

Can't we talk about philately??? Please?

Thanks Kaleb for making it clear that the charter is open to change and
for your helpful suggestions on how to go about it. I do not feel strongly
enough about the inappropriateness of such a posting to a discussion group
to take off from writing about stamps to do anything about it. My
complaint was not about the regular appearance of this posting but about
it appearing three times in rapid succession, something which your
response did not address.

What would you have liked me to say about it? That two people carelessly
included it in their reply? We already knew that. Did you want me to go
out and spank them for you? :-)

As far as not paying for even the first download, I recommend you
consider different news reading software. E.g. Netscape only downloads
the headers, i.e. the Subject: lines and the Author's name, and you can
easily avoid downloading parts or all of the STL by not clicking on the
article.

If using Netscape isn't practical I suggest you talk to the friendly
support people at your ISP and see if they can't come up with a better
newsreader for you.

Your opinion doesn't seem to me to fit with the Charter you mostly
wrote ... the Charter says:

The following are prohibited: - A signature in excess of 250 bytes if
that signature promotes a commercial enterprise.

So ... now if S.G.E.'s is OK ... then you think it'll be OK if _my_

Free Agent does the same thing. It only downloads the headers until
you select them. So, there are a few alternatives to the long
download problem. :)

250 bytes. I generally think of a byte as being roughly equivalent
to one character. Having just roughly totalled up the most recent
version of Esrati's signature, it contains about 180 bytes, and thus
is not prohibited by the clause stated.

>So ... now if S.G.E.'s is OK ... then you think it'll be OK if _my_

[snip]

Over 250 bytes. Sorry... :-)

I personally think quibbling about sig length is a bit pettifogging...
Esrati's posts are generally informative and philatelic. In this
case I would consider it better to live and let live.

Since my complaint was about the abuse of netiquette and would have been
made irrespective of the content of the lengthy re-posting and since you
specifically chose my posting to comment on I would have expected to learn
what your view of it was. Then, not in a further posting. You wonder
whether I want you to go out and spank them. This hadn't occurred to me.
Can you really do that?

A "Clintonian answer" is to pick a point of minutiae upon which to
comment, rather than answer the primary question.

I'd still appreciate your opinion of the equality of my 'proposed' (no
- I'm NOT going to actually use it unless this 'form' of advertising
gets accepted) sig block vs. S.G.E's.

Dear Stephen,
Your sig is not "taboo". The *length* of your sig may be "excessive".
I understand that Usenet convention limits sigs to 4 lines of no more
than 72 characters per line, the character unused on a line not being
accumulated for other lines. Your sig is 11 lines including the two
blank lines. I think that goes beyond even the 'spirit' of the law.

Of course, you could rework your sig within quite reasonable
guidelines. But then what would you have to gripe about? <vbg>

in the years since then, there has been not one serious article posted

You do know this is balatantly false, don't you? I mean, you really
don't want people to produce deja-news searches for post-bifurcation
postings do you?

A very reasonable complaint. They should have snipped the replies. The
length was excessive and well beyond any reasonable guidelines.

all but I have been told very firmly that that is how members at the
time of the split wanted it. No doubt, the fact that they did not have
to pay for download time influenced that decision. And it seems that

no review of it will be possible?

Though I understand your frustration, Doug, that's an unfair
observation. I was there at the time, and I and others started a
discussion about this very subject. Our primary concern was the cost
to those who had to pay for time and/or had slow modems/access (neve
ran issue for me). It was discussed for quite a long time, with lots
of ideas and suggestions, but the final conclusion was that the
benefit of the list to the whole outweighed the risk of additional
costs to the few. Not that we didn't care, but that we anticipated
that as the list grew, access and speed would grow and cost would go
down.

Should we change? Well, it has been a long time, and maybe the nature
of the situation has changed. You could start a "Call for discussion"
thread, asking people for their opinions. I don't think anyone would
mind. In fact, I think it's healthy.

Phil's pretty good about 'listening'. I think if the majority of
people wanted the list to be presented in a different way or via a
different vehicle, and it was feasible, Phil would look at it. I've
always found Phil to be a very fair-minded person. But, let's not
forget that he does this for free, so any proposed changes maybe
should come with an offer to also help/get involved. For example, I
could suggest he use a web-hosting service with an online database,
but I think I shoudl be ready to donate the space/site and/or the
software/programming.

In the meantime here's a few solutions:
1) Set your newsreader to download "Headers only" and filter Phil or
the STL. That way you'll never have to download more than the headers.

Don't want to do that? Look out for Phil's announcement that he's
going to publish the list and then set "headers only" for that week.

Well, it is less lines (only eight), so if we use 'good for the goose,
good for the gander'..... Nah, don't want to go there. :-)

I dropped my "Consulting" sig a long, long time ago, even dropped my
last name to an initial because of the whining about it being
'commercial' (my last name is the first name of my company so easy to
connect the dots, eh?). No that I hide what I do. I've always given
freely of my oand expertise in computers along with my limited same in
philately. I've never charged anyone here for my time/energy anyway,
but it makes for peace. <sigh>

I think the 250 character (bytes) restriction is OK. I prefer the
convention of four lines, max 72 characters per, no carrying over. I
think that no-one gets bent out of shape about minor infractions. I
think Stephen should significantly reduce his sig length. I don't
think he will unless he decides to. I think the newsgroup will survive
regardless of sig lengths. I think we should care enough to keep a
balance. And I think you do. :-)

As far as I know, he already does. See : http://www.stamptraderlist.dk/
I use it regularly, that's why now, I just killfile is regular updates, so
