1964 US postcard rate to Israel

Does anyone know what the US rate was for a postcard mailed to
Israel? More generally, does anyone know of a website that includes
US postal rate history information for domestic and international
airmail, and domestic and international postcards? If there is none,
is anyone working on one, or would like to?

If Israel was a member of the UPU, the surface rate in 1964 was 7 cents.
Airmail 11 cents.
This according to U.S. International Postal Rates, 1872-1996 by Anthony
S. Wawrukiewicz and Henry W. Beecher - Cama Publishing Company (Anthony
S. Wawrukiewicz, Publisher PO Box 19730155, Portland), Oregon 1996. I'm
sure the book is still available (somewhere!). Hope this helps. John
