If you don't want negative feedback, refund their money and do it very
quickly.

Otherwise, you will probably eventually have to pay the money anyway,
and you'll also get a negative despite the refund.

Bob, Phil and I recently bought a padded envelope that we thought cost 30
cents. We each pitched in 10 cents, but upon checkout, found out it
actually cost 25 cents.

The clerk gave us each a penny back, but after we started fighting about who
would get the other two pennies, the clerk said he would keep peace by
keeping the extra 2 cents in his penny jar

That means my friends and I only spent 9 cents each for the envelope. The
total was thus 27 cents plus the two cents that the clerk kept. (27 + 2 =
29). What happened to the other coin?

If he signed the delivery confirmation then he can't say it was opened,
because he would have seen it when he took the envelope in his hands!
Based on that, ***I*** (but this is not an advise to you!!!) would not
refund him and *if* he would leave me a negative I would present this
argument to eBay asking them to remove it!
It has happened in the past, I don't see why not happen again in your
case...

I have gotten a few claims from buyers that they did not receive the
merchandise even though delivery
confirmation shows that it was delivered (and signed for in some
cases)

I ask them if they would like me to contact their local police
department and file a report about the theft of
their mail. Almost always they remember getting it, after all.

Insurance won't pay not because it shows delivered, but because of other
reasons. Insurance covers damaged and partial lost shipments when only
the packaging arrives, and not the item. But... Since it is becoming

OK, file a police report charging fraud. Also make it a federal case and
file with the USPS Inspector General's office. Then hire an attorney to

confirmation, that's a signature confirmation. Are all coin dealers that

Seller would loose. eBay doesn't do that unless you are a power seller,

Until the amount of money gets relatively high, I wouldn't expect the
buyer to have to do anything. Nothing, nada, zero, rien.

The recipient doesn't have to sign for basic Delivery Confirmation. AFAIK,
the postman simply notes that he delivered it to the address provided.

As you (may) know Bruce I don't leave in the US so I'm not so familiar with
your postal system/regulations, I thought that it's the same as "signed for"
in the UK...
But in this case I fail to see what insurance you have that your item was
really delivered; a dishonest postman could leave nothing in your mailbox
and fill the form saying "item delivered"!
What insurance I have against dishonest postmen in this case and why pay
more for a service that gives me nothing more than simple snail mail?...

Actually, the postman "zaps" the barcode on the delivery confirmation
label with a recorder "gun", just before he puts it in your mail box
or on your steps.

This is technology that wetback Roumanians illegally living in Greece
would likely have never seen.

Paying for delivery confirmation here simply documents that the postman
claims to have delivered the package to the address on it. It doesn't mean
that the addressee received it. It could have blown away or been stolen
from the mailbox, porch, or doorstep. The liklihood of a dishonest postman
is very slim. Getting the recipient's signature for a package costs more.
I have been lucky so far with sending insured packages and have not looked
into the procedures to follow should the other party claim not to have
received a package I sent.

Golly Oly! Maybe it was the coin / disabled / small pension (oh, pension
- I transposed a few letters and left a few off) that got me. I think
that narrows it down to a few less than seven billion. Now if the buyer
said he was a failed suicide that's milking off the government for all

No buyer should have to jump through a bunch of hoops set up by the
seller, after the fact, to get a $15 refund.

I had an $80 coin that I purchased on ebay very recently (out of
England) that didn't make it from point A to point B. We waited 30
days on the off-chance that it would still arrive, and then the seller
gave a full refund with very few questions asked.

It was a nice small 19th century silver coin, and I'd rather have the
coin than the money. Most real coin people would feel that way. Oh
well.

That gentleman seller has a perfect feedback record for a reason.

Or it was delivered to someone else by mistake and that person removed the
contents and dropped the mailer back in the mail. Or someone else had
access to the person's mailbox or mail.

Delivery confirmation just shows that it was delivered, not to whom it was
delivered. I've gotten several packages intended for my neighbors with
delivery confirmation. I just drop them back in the mail or take them to my
neighbors. I've even had cases where the mailman physically changed the
address on packages because it had my surname on them. They were supposed
to be delivered to one of my neighbors. It turned out she had a new
boyfriend with my surname who had just moved to the area and he was using
her address as a mail drop.

You people are accusing the OP of using an ENVELOPE when he said he
used a PADDED MAILER. There

I don't think it's fair to suggest that someone buy insurance, receive
delivery confirmation
that the item was delivered, the post office rejects the insurance
claim, and yet you advise that the
seller give a refund. That just encourages dishonest buyers. No
seller can stay in business
giving out free merchandise to crooks!

Especially as the sum is small.

I once had an Ebay lot that failed to arrive at all.
Because it had been sent registered from Italy Ebay refused to
countenace any settlement. By the time the Ebay procedure went through
I was no longer able to send feedback as time had expired.

Fortunately my insurance company deemed that as it had left Italy
I was covered. Sadly, I have never been able to get those items again...

Based on these types of complaints that make it to RCC, it sounds like a
bunch of first time sellers who encounter the inevitable glitch and who
figure that complaining to whomever will listen will solve their problems.

Frank certainly looks unhealthy, both in person and in his ebay
portrait.

His posting habits here on RCC, the typically odd (late) hours - when
he is apparently managing to sell a few things - always made me wonder
what his recreational drug of choice was.

Now, I always suspected something other than alcohol. That I have
some sympathy for.

When Frank hasn't sold anything, well, then he shows up here on RCC at
more normal hours (apparently unable to catch a buzz which would
preclude him from showing up here until the middle of the night).

Frank ain't normal, he knows it, we knows it.

Again, I worry that our abuse will feed his apparent raving masochism
and could cause somebody to buy something from him out of sympathy.

We have had a few shipped items go missing with insurance, but showing
delivered. The Post Office has
a loophole -- they will pay if the item is lost without a trace, or if
a damaged item is presented -- but try and
file a claim when it shows delivered, and no deal unless you can get
your letter carrier to admit that it was
misdelivered... but eBay WILL not make an automatic chargeback in
such cases. The seller can expect a
negative however.
