I don't really care whether dealers can grade or not. If I'm buying a raw
coin from one, I make sure I'm confident *I* can grade whatever series I'm
after. If the price is right for the grade *I* give it, it's mine.

I don't bother with raw coins that would apt to be subject to the type of
"doctoring" you seem to be describing. Maybe this is an issue with big time
dealers or collectors, but I don't see it as an immediate concern.
