That is about 0.657 ounces. The silver content is then worth about
$28.27. Whether you would be able to recover exactly that much by
melting the coin is uncertain. Since shipping is $7.50, why would a
bidder seeking bullion offer more than $21?
I don't happen to know what a suitable premium for a double die 1963
quarter is, but if that is the claim, it is a hard one for me to
confirm from the photos.
Otherwise it is a nice looking set.

You miscalulated since there are 2 silver dimes, 2 silver quarters and two
silver half dollars.
At current silver they are worth approx. $54.

Pre-1965 Mint Sets are far harder to locate than the Proof Sets of the same
period.
That trends my late grandfathers purchases whose records I still have.
He bought 100 1957 and 100 1962 proof sets but no mint sets. His first
mint sets were 10 1965's, 25 1966's and 10 1967's.
