Won a coin on eBay from a seller in Toronto Canada (I'm in the USA (NY)).
After charging me $10 for "Express Mail", this dealer sat on his ass for a week
before mailing the coin, which then took another 10 days to get here.
To top it off, the coin was poorly packed and the slab had scotch tape residue
all over it from were it was taped to a thin piece of cardboard in the envelope.
Now a positive eBay feedback is out of the question but I can't decide whether
to give this jerk a neutral or a negative feedback.
He currently has a 100% positive rating, yet I feel other collectors should be
warned about this guy.
I paid immediately and this joker couldn't be bothered to leave me positive
feedback.

Have you written the seller and told him about how you feel about it? As a
Seller I feel that a sale isn't final until the customer is happy with it. I
leave my feedback right after I prepare the shipment. They made payment.
That's all they have to do. I've worked with buyers up to and including a
full refund with them keeping the item. I've worked with a seller recently
who said no refunds and got him to give me a partial refund on a item I had
a problem with. I kept it civil and I was persisitant. It helped that I paid
through pay pal. No threats about feedback needed. That is always there as
an undercurrent to the talks. In your case, I'd like a refund of part of the
purchase price. You won't know unless you ask. And for the record I've never
left negative or neutral feedback for anyone under any conditions. It goes
abck to the saying, "If you can't say something nice then say nothing at
all"

No, he can't. The ratings are only assigned by buyers.
A seller can do nothing or can leave a positive feedback.
If a seller posts negative comments in the positive feedback, the buyer can have
it removed.

It doesn't dull the finish?

I actually use tape (such as 2" wide masking tape) for removing sticky
residue from slabs or other items. Just repeatedly press a strip down
and pull it back up and a bit of residue comes up with each pull. Nine
out of ten times the end result is a clean surface that isn't
scratched or dulled.

Not that I've ever notice, but I do try and avoid the Windex or window
cleaner from getting near the cracks on the edges of the slabs. They
are not completely water proof. You might even try using a razor blade
like when removing wall paper.

Better yet, why not give negative feedback to idiots who put tape on slabs?

Why not contact the person through ebay messaging and explain the
issue. Tell him that it is an unacceptable practice, and ask for him
to return the shipping charges as a penalty for ruining the slab. If
he refuses, neg him.

Wouldn't it be easier to simply wipe the reside off with some GOOF OFF or
the like and then forget about it-- unless you expect to bid on other
auctions from the same person. Then if you win, tell him to avoid putting
tape on the slab. If THAT doesn't work, see Reality's final solution.

I know.
1) He's afraid he might mess up this suicide attempt as badly as he
did the last one. Only this time he will be even more of a vegetable if
that is possible.
2) I doubt there is enough of a brain there to do any damage.

What I do is typically buy a crap inexpensove coin from guys who do
that and then leave bad feedback and put him on my do not sell list.

The worst one I had was a guy who bought an excellent coin but took 12
days to pay. My lisitng says 3 unless otherwise agreed. I emailed the
guy 3-4 times and he never replied. On day 10, I relisted the coin. It
was by that time "buy it now". It was immediately snatched up and the
guy paid right away and I sent it the next day. On day 12, after
ignoring my emails, the first guy freaking pays. So rather than screw
around, I bought another one and when it arrived, slapped new labels
on it and sent it, so I lost money on the deal.

Another thing that bothers me is people who buy a graded,slabbed coin
and pay, then they buy another and want free freight for the second.
It on avaerage cost $2.30 to send a single slabbed coin with tracking.
The envelope (because of weight) cost $1.39 do I charge $3 for
freight, with the other 30 cents going to packing and my drive to the
post office...yippe..If I combine them in the same envelope, I will
chage $3.00 still, but in the end I still lose money on the shipping.
It would be TOTALLY different if my listing says I will combine but it
dosen't. And 90% of the time, it's a coin purchased a couple of days
later, after the first one is in the mail. But out of fear of bad
feedback, I do it. Sellers need to be able to leave feedback. I dont
sell many but am tired of the Shananigans.

Some sellers need to quit whining and certainly need to stop charging their
buyers for gas to get to the post office. Your shipping charges don't sound
too bad (or is that just convenient for the post?), but IT IS USUALLY
CHEAPER to ship 2 or more items together, which is why a great many sellers
use this fact to try and get multiple sales from customers, passing the
savings onto them.
