I believe the mint is producing the uncirculated SAEs.
What they have not made available is the W mint mark Proof and
Uncirculated coins for collectors.

They have already released the unc SAE's, a friend of mine has already
gotten some of the 2009 SAE's. If the mint is going to release any
2009 W. Eagles, they better do it soon, because the year is almost
over. Although I've heard rumors that these will be released around
Christmas. I will believe it when I see them.
The proliferation of programs like the state/territory quarters and
the Lincoln pennies and UHR gold coins, etc., has overwhelmed
production facilities and caused delays in other annual programs.
They have not even announced a release date for 2009 Mint Sets.
The 2009 mint sets are not being release yet due to problem with the
penny turning black.

From a newsletter I get
"September total to 115,500... and in silver they reported another
100,000 minted, bringing the final monthly total for silver eagles up
to 1,703,000... the lowest production month so far this year.
Year-to-date, the U.S. Mint has produced 954,000 gold eagles and
20,467,500 silver eagles."
