I can't get too exact, but presumably 1974-1975. Thirty years after
the WWII Liberation. The Dauphine is one of the traditional French
regions, and "dauphin" literally translates as "dolphin". The
breaking of the chain is rather obvious "Liberation" imagery too.

Of course, under the Ancien Regime, the"Dauphin" was the title of the
male heir to the throne - if that male was the heir apparent (as
opposed to an heir presumptive).

Note that if the medal refers to the newspaper, Dauphine Libere, it
was founded in 1947 - so thirty years puts you at 1977. The medal
should fall into the mid-1970s.

I strongly suspect it connected with the thirtieth anniversary of the
annual French cycle race.
