Most likely a Chinese-made fantasy item.
I've seen such things as 1906 (that's nineteen-oh-six, NOT
nineteen-ninety-six) silver eagles, Trade doller obverse / Eisenhower
doller reverse "mules", Trade dollers dated in the 1840's, etc. brought
in by potential sellers to a local coin shop as part of lots with the
more normal Bust/Seated/Trade/Morgan/Peace doller Chinese fakes.
Most of these "fantastic bargains - the seller didn't know what he had!"
items were purchased in China, Hong Kong or at a local flee market ...

An 1865 Washington dollar? Must really be rare. Even the Red Book
doesn't say anything about them. Doesn't look much like George,
either. Like Ken, I've seen fake silver eagles dated prior to 1986,
Trade dollars dated prior to 1873 and (believe it or not), a "hoard"
of 1885 Trades (there were only five proofs struck).
