Neg him. Looks like the new listing is bringing more money.

Obviously the seller needs to switch to decaf but I find under "Shipping
and Payments" on the link you provided,
http://cgi.ebay.com/250840164564, it clearly says the following:

"I ACCEPT PAYPAL ONLY!!! *ATTENTION*... WINNING BIDDER MUST PAY FOR ITEM
WITHIN ONE HOUR OF AUCTION ENDING OR I RESERVE THE RIGHT TO CANCLE THE
TRANSACTION AND RELIST THIS ITEM!!! DO NOT BID ON MY ITEMS IF YOU CAN
NOT COMPLY WITH MY TERMS AND CONDITIONS!!!"

Granted too many caps as well as spelling and grammar errors but it says
you have to pay within one hour. It looks like this policy works for
him as the bids on the current auction exceed what you won it at.

Honestly, I am not sure what recourse you have. If he said he wants
payment 30 seconds after the auction ends, that is his right and your
right not to bid.

Sellers with unreasonable, strange or threatening auction terms are not to be dealt with.
