His answer was 100% incorrect.
your question was: "Have the Polk dollar coins been released yet to
the banks?"
A very simple question. The answer is YES. They have been released TO
THE BANKS. The Federal Reserve feleases each dollar coin 2 weeks
before the PUBLIC issue date so that they can get to bank branches and
be ready on the day of release. They are actually at the Federal
Reserve banks/coin depots many weeks in advance so they are also ready
to start shipment/delivery at the beginning of the "Special Oredering
Period".
In the beginning of the program, many banks ignored eht sticker on the
boxes of Prexibux and they ripped them open and started distribution
whenever they arrived. Now, most are being careful to wait until the
date of public release before they let customers get them.
Next year the Fed may adjust the special ordering period to start 3
weeks before the public release date.
All this is covered in the Fed Flash online newsletter and the annual
report on dollar coin circualtion. Here is one of those:
Curent issue (last issue had a larger article announcing the start of
the Special Ordering period, but this one only talks about the end,
since it already began weeks ago):
