First, what evidence do you have that this is the same coin? The original
images are pretty small, and the coin doesn't seem to have much detail.
Frank's pictures are large and clear.
The second coin does seem to have a bit more detail. I've seen polished
coins that looked a whole lot worse. Perhaps you meant dipped? Whatever
the case, I see no proof that these are the same coin.
Finally, and probably the most interesting point ... the uncertified coin
sold for $95 less than the one in the holder. So, even if somehow you can
convince me that these 2 coins are the same, where's the foul? (Well, I see
one, but it's not where you're pointing).

Actually, when I bought the nice original coin in the SEGS slab, I put
the lightly cleaned coin, which I have had for years,
up for sale. After ebay fees, cost me about $125 to upgrade.
Frank, why won't you address the issue of exactly why eBay stripped you

In fact, I suspect you are one of Provasek's sock puppets.
This is an interesting claim. For some reason I tend to think I'm
hearing the same person when I read posts by RF, RWF and Voltronicus.
Taken together that set of participants does indeed seem to have quite
a lot to say about politics. Perhaps I'm jumping to a conclusion ...

organizations that Frank belongs to along with the suggestion that he
be sanctioned.

What makes you assume it is the same coin? The photograph in the
original auction is so lacking in detail that you can't determine that
this is the same coin.
Frank has posted that he bought a coin that was better than a coin
that he owned, and later sold the lesser coin. That sounds entirely
reasonable to me.

That would be a reasonable action for many collectors, yes. But I'm
hardly certain that the second coin was the lessor of the two, and
indeed the first coin was in a third world slab. And IMHO, it would
be typical of a small-timey dealer like Frank to work on the first
coin once he obtained it. It is much too dark for the average U.S.
coin collector. The temptation to work on it would be overwhelming.

For buying a coin?
For selling a cleaned coin that was described as a cleaned coin? No,
I don't see how that is a problem.
For alledgedly cleaning a coin? No, that's not illegal or unethical
either. One major coin grading company offers what they call a
"conservation service" ie. cleaning service.
So, Tell me now. what is it that you think is actually wrong with the
two transactions.. other than you don't like Frank.

Indeed, leaving a "paper trail" is the ultimate sin for a conniving
scheming small-timey coin dealer, because it might force one or more
of the numismatic membership organizations to actually take some kind
of action. They just absolutely hate that. OTOH, ebay metes out its
punsihments with relish.

The second coin was cleaned and that may be reason enough alone to
consider the first coin the better of the two. I do not know if the
first coin is truly MS-60, but it does have a more natural look of a
115 year old coin. It is the one I would choose.
We're not talking about a gift to a lurker here - we are (marginally)
talking about what real U.S. coin collectors buy. When it comes to
Morgan dollars, "blast white" is what sells. Frank no doubt knows
that and obviously tried to take a dingy coin in a third world slab
and make it more marketable. And RF caught Frank with his shorts
down. And the real beauty is that Frank left an obvious paper trail.
And a guffaw goes up from the informed crowd!!!
May I also add that "Full-time [dealer] since 1991" can easily mean
"Unemployable, anywhere, at any price, for decades"!!!
