New PayPal offer - anyone else get this?

Anyone else get the offer from PayPal where they will reduce your fees
when you get paid by 1%? The catch is that they will increase the fee
to withdraw the money to the back from nothing to 1%. Any thoughts?

Over easy or scrambled is what I usually go for. Sometimes scrambled eggs
are too watery.

Nope, but I usually avoid all PayPal and eBay promotions having been
burned several times by their programs. If I cannot not buy it without
an incentive then I just will not buy it.

Let's see, off the top of my head:

1) I skipped the eBay bucks program and gave up five virtual dollars. I
just did not want to buy anything at the time and then the amount I
earned disappeared from my account before the expiration date.

2) I took out an eBay credit card one time to get eBay points on my
purchases only to have them cancel the program. It worked great when it
did and I was PO'd that they canceled the program. Then they offered a
credit card again on the same terms and I said the hell with it since I
had no interest in getting burned again. I just cannot keep taking and
canceling credit cards to suit them.

3) PayPal sent me a link over year ago to register for a rebate on any
single purchase over $30 (would have been worth about $15 or so). I
registered and waited for the rebate to come. Never received it and
PayPal claimed they had no record of my registration.

Anything eBay or PayPal offers as an incentive goes in the trash. They
are usually too complicated and come with many strings that break.
