What possible reason would someone want this other than for fraudulent
purposes?

Yeah, well....good luck to anyone who thinks a slab from any of the
major 3rd party grading sevices can be opened without destroying it.

I'll let you know when I come across some. I've been looking for some that
will fit 19th century gold of different denominations.

As usual, Fwankie is wrong.
If one wants to put coins in a holder for one's personal amusement, no
fraud is commited.
Attempting to sell them as certified coins is another matter.
