First you say he doesn't talk to you and then you say you spoke to him last
week.
So which is it?
Why post here anyway?

I guess I would suggest that before you contact the police you get
your story straight.

Organize the written documents you have. Check to see what you
promised and what you were promised. Be ready to demonstrate why you
should get money back or get a coin (for which you haven't yet paid
fully). Be quite sure you know specifically what coin you expect. Be
able to demonstrate that you have fully complied with what was
expected of you and done so within the expected time. Be quite clear
about what you want the police to do. Consider the possibility of
filing a lawsuit, in case it is not suitable for police action
(consider whether, in view of the expense of suing, it is worth doing
so).
