I would love to take them off and repaint them a nice polar white to look
like new again but I can't find any paints made for plastic material. can
anyone recommend a place to purchase this paint, preferably in a spray can?

Anyway, it doesent matter anymore, I found a boat shop who had some old
stock vents and picked up 2 white new ones for 14.00 CAD each.

For the trouble it will be, it may be worth just replacing them. They
are actually pretty reasonable.
Nicro makes a paint to repaint this type of plastic. You could also try vinyl
spray paint that's is available at auto body supply houses.
