I think the idea has some merit but the process of certifying data
gatherers/data loggers needs some work.  Clearly there have to be
standards if the information is to have value.   There are many areas
now however that are so poorly charted that almost anything new would
be a plus.  As long as people are required to put their name to the
work in some verifiable fashion, everyone will work hard to produce
reliable data, and over time that will be a good thing.  There are
just not enough governemental and academic resources available to do
the job properly as it is.
