Is there any way to repair an innertube (with Presta valve)
that tore at the base of the valve stem?

Depends how much your time is worth!! :-) Anything is possible, but
generally, you'll have a very difficult time sealing that tube for any
length of time. Frankly, I'd toss it and get a new one.

Once as an experiment I repaired one with Superglue. It actually
lasted about 400 miles. :-)

Tubes are cheap. I carry a spare and use a patch only to get me home. I
replace tubes after any puncture.

Not really, just buy a new one. And keep a spare tube
on hand. Save the puntured tube to patch later. And you can get back
to riding in about 10 minutes.

True, but I kind of like the idea of repairing things. I just counted
the patches on the spare tube I've been carrying for at least six
years. There are ten. :-)

Tears in the tube mean you get rid of it, but small punctures (not right
next to the valve) are easily patchable.

I think Jobst makes repairs like that using valves from discarded
tubular tires. See:

I just had one fail there and had left my spare tube home (was planning
on a short ride with the wife and didn't feel like the extra bulk in my
pack). SO, we had a 5 mile hike/push along with our ride. While this
turned out to be pleasant :), I was wondering about keeping a tube of
super glue in my kit in case this happened again.

Did you use the gel or regular super glue and how bad was the tear (mine
looked to have unvulcanized at the stem, so some glue around the stem
might have gotten me home). All I care about here is getting home -- I
wouldn't push the repair beyond that, AND this would be a backup to
carrying a spare tube.
