The only thing I can think of is that dinner is traditionally eaten
late in the evening in Spain. That may have something to do with the
scheduling. It may also have something to do with the short distance
in regard to Illumination.
Read the damn articles and you'll know "what's up with that".

A lot of those boys are going to be tired tomorrow. If you've ever
done a track race or a twilight crit, you'll remember that it takes
_hours_ for you to wind down enough to go to sleep.
How the hell did you find out about the start time without also
reading about the rationale? Surely you've seen at least one article,
either before or after the TTT, explaining the start time?

The start time(s) was mentioned on numerous sites which were
providing coverage of one type or another. It was mentioned in various
tweets that I saw. That would answered the "when." My post here was
asking "Why?"

Okay, for the google-impaired, here goes: It was frikkin HOT during
the daytime, with forecasted afternoon temps in the low 100's.
Waiting 'till nightfall let the temps drop into the more manageable
90's.
I don't agree with their rationale, but it is what it is.
I HAVE seen mention of the serendipitous result of a LATE night start
because of current unusually high temps. But no mention whatsoever of
WHY the late start was _planned_ in the first place.
And they still held today's stage during the heat of the day.
