Assuming the data is right (doubtful), 58.71 km/hr (36.48 mph). Maybe
the ITT had a 20 mph tailwind, or was off a cliff. Or derny-paced. Or
Grubered.

1-way with downhill and/or tailwind is the likely story

Just looked at the German women's ITT. Judith Arndt, 28 km in 34:33,
48.63 km/hr (30.22 mph).

How come I never got to do a TT on a course like that? I might have
broken the 20 mph barrier.
