lawyer too. Although he currently can find work so I guess

What he said was the present investigation could turn out to be a
significant as the BALCO investigation. I'm not certain I agree with
that. Baseball has a bit more stature in the US as a sport than bicycle
racing.

in any case what was the real legal fallout from BALCO ?
some short jail sentences for support people (ie. no athletes went to
jail) and some tarnished reputations and stripped titles. the longest
jail term went to the lawyer that leaked the grand jury testimony.

Perhaps no athletes went to "jail" but Tammy Thomas was sentenced to six
months of house arrest... perhaps no biggie, except that she also has a
perjury conviction which may make it difficult for her to practice law,
which had been her desire. I don't know where things presently stand,
but in comparison to others, I don't think she got off lightly.

perjury isn't really the crime, it's a meta crime.
so an athlete won't go to jail for cheating, using drugs or some
activity related to drugs but they can get convicted if they lie about
it on the stand. that's some justice.

It's acceptable justice - I still can't figure out why Thomas
lied, compared to a celebrity like Bonds or Marion Jones
she had little to lose by telling the truth. You don't want
people getting away with lies in an investigation. What is
probably not just is that athletes with more to spend on
lawyers and PR experts have a better chance of avoiding
outright admitting doping and avoiding perjury charges
at the same time, while support people and the Tammy
Thomases are the ones who twist slowly in the wind.
What it is not is a victory in the War on Doping. When the
BALCO investigation started there were all these noises
about how it was going to blow the lid off doping in US
ball sports. Well, it did sort of reveal that there was a lot
of doping in ball sports, but no high-profile athletes
other than Marion Jones suffered any significant legal
consequences, as you point out. Most of the ball players
didn't even really have to own up to doping, at most they
made veiled confessions or spouted a bunch of nonsense
about flaxseed oil.
So when the WADA guy compares this to BALCO, maybe
he is more accurate than he thinks.

it is ironic that the most severe penalty from these kinds of cases
are from being caught lying - which might impede the investigation,
rather than charges actually stemming from the original "offenses".

BALCO wasn't just about baseball. For instance, the thing broke because of
Marion Jones.
BALCO researched, designed and manufactured PEDs. In that regard, it is
unique, at least in capitalistic societies. One would have to go back to the
pre-1989 Communist countries to find a similar effort.
