Contrary to what I thought, there is not one single maximum time loss with regard to the winner for all teams in the TdF team time trial, but rather there is a whole ladder of cut-off times for every placed team. Every placing has its own maximum time loss. Either the team stays within that limit and gets their real time, or it doesn't and gets the predetermined maximum time for that placing. Here are the maximum gaps to the winner:
2. 20" 3. 30" etcetera, +10" for every next team until: 13. 2'10 14. 2'15 etcetera, +5" until: 21. 2'50
So the second team could be 29.9 sec behind and gets +20", while the 3rd team, finishing just 0.1 sec behind 2nd, gets no bonus at +30".
I don't think it will change any tactics in the TTT compared to the one single max time difference, but it will sure stirr up more what-if discussions during later stages.

This is the same formula that was used for the TTT of the 1985 Tour. The results were as follows. The real time gaps are displayed first, followed by the assigned predetermined time differences (in parentheses).
VITRE-FOUGERES, 73 km TTT 1. LA VIE CLAIRE-WONDER-RADAR en 1h30'09" (Moy : 48.585 km/h) 2. KWANTUM HALLEN-DECOSOL à 1'00" (10 s) 3. PANASONIC-RALEIGH à 1'03" (20s) 4. PEUGEOT-SHELL-MICHELIN à 1'12" (30 s) 5. CARRERA JEANS-INOXPRAN à 1'22" (40 s) 6. RENAULT-ELF à 1'22" (50 s) 7. LA REDOUTE à 1'24" (1.00) 8. HITACHI-SUNAIR-SPLENDOR à 2'10" (1.10) 9. LOTTO-EDDY MERCKX-CAMPAGNOLO à 2'24" (1.20) 10. SKIL-SEM-KAS à 2'52" (1.30) 11. VERANDALUX-NISSAN-DRIES à 2'52" (1.40) 12. FAGOR à 3'33" (1.50) 13. REYNOLDS-TS BATTERIES à 3'40" (2.00) 14. TÖNISSTEINER-TORHOUT/WERCHTER-BASF-MAVIC à 4'38" (2.10) 15. ZOR à 5'20" (2.20) 16. SANTINI-SELLE ITALIA-CONTI-GALLA à 5'52" (2.30) 17. CAFE DE COLOMBIA-VARTA-MAVIC à 6'24" (2.40) 18. SEAT-ORBEA à 7'19" (2.55)

Interesting results: one team much better, so all other teams outside their time limits; everyone gets pushed up the ladder onto the finely spaced rungs. First team livid. I don't think we'll see that 1985 scenario this year, the playing field is more level (allegedly).

Hmm, that was from the "Programme Officiel du Tour 2004" (a publication from the Société du TdF) that I ordered through journeaux.fr, but the PDF I found on letour.fr says:
20’’ for the 2nd team 30’’ for the 3rd team 40’’ for the 4th team 50’’ for the 5th team 1’ for the 6th team 1’10 for the 7th team 1’20 for the 8th team 1’30 for the 9th team 1’40 for the 10th team 1’50 for the 11th team 2’00 for the 12th team 2’10 for the 13th team 2’20 for the 14th team 2’30 for the 15th team 2’35 for the 16th team 2’40 for the 17th team 2’45 for the 18th team 2’50 for the 19th team 2’55 for the 20th team 3’00 for the 21st team
Maybe there is a reason it's not linked from a current page...

Makes victory less meaningful. Will any serious GC contending team even try (hard) to win the TTT, or will they save their horses for the other stages where more time can be gained or lost?

Hey, you've been listening to the Dutch championships commentary also! Nice win for Dekker (Erik), he's in his "I just try something and somehow i win"-mode again.

Of course, that was the page I found too, but what I was trying to imply by "current" was that it was not accessible from the homepage. It is now; there's a totally different homepage since today.
