Well they have something that flies even if it cannot bomb.
Sounds like too many things were changed at once.
Also its predecessor was withdrawn before a working prototype existed.

Wired is well known for it's anti-military writings. These planes are just now entering service and are not yet deemed fully in service. And it's predecessor was not withdrawn, they still fly Harriers.
