It may quieten things down if someone gives a reward for the capture or
killing of North Korea's ruler Kim Jong-un. The reward does not have to
be big and the giver does not have to be a government. If Venezuela
says the USA is killing its enemies there is no need to reduce the bad
guy's paranoia because fear may make them behave.

The silly words may continue but the leaders get cautious when they
realise that to attack other countries they have to reduce the number of
guards guarding them.
