Bringing in contractors is smart.

They should have US companies buy up mining rights, China has done
that for years, US should play it smart, then companies can set up
relations with local gov't officials and hire local and other
contracted help to provide security, to augment government forces.

Yes, that means mercs, but it can work in certain circumstances.
