Your theory has some credibility. I suspect the Russians find this
sort of action one of the few remaining ways they can claim great
status.

Or possibly they do not trust anything where they are not the boss.

We can build the network without their approval, it just will not
protect Russia.

Russia protects Russia by REALISTICALLY threatening swift and massive
retaliation. They don't dither or fool around. Example;Georgia.
