The current Governor of California (to give one notorious example) was
admitted to the US on a temporary visa, one of the restrictions of
which was that he was not permitted to work here. He got a job even
so, and there has never been any penalty for either him or his
employer.

In another locally notorious case, a couple of guys from India used
the H1B program (allowing companies to hire foreign specialists when
they are in short supply here) to staff his brothel. The scam was
detected when one of the girls died. The two men did jail time and one
(or maybe both) were deported, but I think we still have the girls...

And Congress continues to renew and even expand the H1B program, with
no apparent increase in oversight.
