You need a program called FRAPS
http://www.fraps.com/

Download www.fraps.com. Nice bonus: when you leave fraps running while
playing f1 2001, you'll notice a huge fps increase :)

How do we know this if this is the only way to measure it?

Good question. Can you really see a difference Or is it youre observation
that is getting tweaked by the increased fraps which really are not there ?

I trust my own eyes.. yesterday I started F1 2001 and after driving a
lap I was puzzled why it run so jerky - exit f1 2001, start fraps, run
f1 2001, and it was smooth as silk again.
A rough guess is an increase of 40% fps in full screen mode - without
fraps f1 2001 is hardly playable for me, it's more like a slideshow on
monaco, with fraps on it's perfect.

it really is the difference between visible jerky and fluid motion

Does it really function with every config?

No, it makes no difference to me or lots of others. Nobody seems to have
worked out why it does work for some people. Weird.

Surprised it doesn't work for you.. on the high gear it seems to work
for most people. Same goes for the people on VROC who have f1 2001.
Weird indeed. I guess you allready know this, but fraps increases the
fps only in full-screen mode, in the same way the window-mode is much
faster than full-screen mode without fraps.
Also, it seems that for some people fraps 1.5 doesn't give an
advantage - I even read some posts on High Gear of people who can't
get f1 2001 working with 1.5 - but fraps 1.4 seems to work for
everyone. 1.4 is not on www.fraps.com anymore, but you can easily find
a link to 1.4 on the high gear EA forum.

Is this windowed or full screen? I ran it with fraps in full screen
mode and my frame rate was crap. Run it in windowed mode and the frame
rate is good - with or without fraps running.

How did you get it to run in windowed mode? I tried editing the config.ini
file to read 1 instead of 0 for windomode but , even with the file set to
read only, it would change back to 0.

Maybe it's to do with your video card and/or drivers. Mine stays in
windowed mode on a GF2 using Asus 12.90 drivers.

And I think you must also run the config again.

Neither 1.4 nor 1.5 makes any difference to me, but it really doesn't matter
as I get huge frame rates even @ 1280. It couldn't be any smoother!

Thanks to you and David Haigh I finally got this to stick. Trying it in
800x600x32 now , sure looks odd sitting in the middle of my desktop. Now to
see what its all about.

Fraps does not work with Windowed games, according to the FAQ.

The new version (1.5) apparantly does

From their website:

Another release! New for version 1.5:

Windows XP support.
DirectX 8 support (Both windowed and full screen applications).
Min/Max framerates now recorded in manual benchmarking logs.
Fraps now packaged in an installer (thanks to Nullsoft NSIS!)

yet.
