Did they actually gold plate tube pins back in the 60's??

Radio Shack did but they were poor quality tubes.

If it's an E688CC and not an ECC688, then the answer is yes. Same device
but high reliability version. Tektronix used the ExxCC types for
example, but under their own part number IIRC.
