if anyone has any idea on the meter feel free to respond here.  i'm
wondering if this is a problem fix as this thing hasn't sold in a
while...though 165's don't fetch what they used to.

It's most likely IC based so swapping the IC and associated caps while
you're at it might do it, as cleaning all the contacts.
But I've seen several VUs that were simply dead, mechanically, and the only
solution is to replace the VU - I never could save a mechanically busted VU,
once they're gone, they're gone.

My first guess on the meter would be a leaky coupling cap.  Could be
more than just the meter, too... could be the control path pumping
up and down and the meter is just showing it.  Either way it ought to be
an easy thing to fix.
