That pretty much says the show is ending this year. Otherwise why
would they cut it back. Especially when the show already has more than
the 100 eps the networks tend to want for syndication.

I think it's just to show where the characters are going. They've
thrown a number of changes at the characters this past year that are
still playing out. So as others mentioned it might be nice to see
where Amita and Charlie are going (get married and stay in their jobs,
move elsewhere), will Don be likely to stay in the FBI and what
happens with Dr. Larry Fleinhart. If they do it right they might even
leave a setup for a reunion movie should there be an interest in that
in a couple of years.
