The timeline as presented in the series has been put through the
wringer so much that I am surprised it even makes as much sense as it
does right now. That said: it also could be that they just destroyed an old or
alternative Skaro (with the current mainworld of the Daleks always
being called Skaro and maybe being skaroformed to have those homely acid
rains and red skies). Or a future version of Davros might have gone
back and kept Davros from being destroyed by replacing it with a planet
called Antalin in the nick of time. Or it might not even have been
Davros but some other group or individual from a species of scheming
mad cyborgs that just thought it might be nice to have that old home
planet saved.

The only problem with that is that RTD destroyed the main premise of the book when he brought back Davros immediately after the 7th Doctor had destroyed his ship too in the same event that destroyed Skaro, and it can't work as a continuation from War of the Daleks either.
